Jayce After Patch 3.9

Jayce has been a hotly contested powerhouse for a long while now. After his first set of changes in a while, how much of his power has been removed?
The Changes
Shock Blast
Basic missile speed increased to 1450 from 1350 (Accelerated Shock Blast missile speed remains the same)
With the nerf to Acceleration Gate's cooldown, you will see more people using the unaccelerated Shock Blast more often. With the speed increase, it feels better as a stand alone skill and isn't as reliant on the acceleration gate.
Acceleration Gate
Cooldown increased to 16 seconds from 14/13/12/11/10
The cooldown on Acceleration Gate has been increaseed by 14%/23%/33%/45%/60% per level. Before the patch, Acceleration Gate would be on a 6 second cooldown with 40% Cooldown Reduction, whereas now it is on a 9.6 second cooldown.

Before these changes, Jayce players were getting their Muramana's fully stacked at about 20 minutes. This caused Jayce to reach a fast spike in power, making him hard to deal with. With the Tear changes and the removal of transform abilities stacking tear, Jayce will take longer to ramp up to his previous power. To get an idea of how long, here is some math that I did reguarding the old Tear and the new Tear:
OLD TEAR
There are 60 seconds in a minute. You can gain 4 mana (1 charge) every 3 seconds meaning that you can gain a maximum of 80 mana (20 stacks) in 1 minute. So, assuming that you follow this pattern of stacking, your Tear would be fully charged in 9 minutes and 22 seconds.
NEW TEAR
There are 60 seconds in a minute. You can gain 4 mana (1 charge) every 4 seconds meaning that you can gain a maximum of 60 mana (15 stacks) in 1 minute. So, assuming that you follow this pattern of stacking, your Tear would be fully charged in 12 minutes and 30 seconds.
How these changes affect Jayce
This means that in order to stack a tear as fast as you could before you need to buy the Manamune as your first item because it allows you to stack with auto attacks which stacks more consistently and wont run you out of mana.
As seen in Week 6 of the NA LCS, Jayce's pick/ban rate has slightly dropped to 75% (6/8 games) from the 92% (11/12 games) of week 5 of the NA LCS. I would expect this percentage to stay relatively the same until the next set of changes to Jayce hit the live servers.
